Hi,

Have you changed your standard install in any way or is this a vanilla unchanged WAMPServer.

Installation was the standard installation straightforward with no problems, local host accessed with no problem thence to phpMyAdmin when no access plus message advised, I have download all packages from Microsoft. I have attempted to install overall about 10 times with same result

Hi,

The management of cookies is an integral part of the browsers used. These are functions in the options and/or settings of the browser.

Hi,

> Failed to set session cookie.
Either you do not have sufficient rights to the Wampserver installation folder and its subfolders (which would imply that you did not install Wampserver as an administrator), or the wamp(64)\tmp folder does not exist.
Launching PhpMyAdmin creates a session in the above-mentioned folder.

I have attempted the documentation with limited success
I now receive this message
mysqli_real_connect(): (HY000/2002): A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond.
