The Online/Offline status indication only EVER indicated that Apache would accept connections from either
OffLine = local machine only
- (for obvious security reasons, and as WAMPServer is primarily a single desk developer tool.
Online = connection allowed from any ip address
Of course if your router had not been Port Forwarded then even if you were Online you were still only visible to ip addresses INSIDE your router.
Since WAMPServer 3 this menu has been intensionally disabled (not completely removed) because since WAMPServer now STRONGLY encourages the use of Virtual Hosts for each and every one of your projects the control of where Apache will accept connections from is now controlled from within the Virtual Host definition itself.
So basically the `Online/Offline` menus is no longer of any use, and should be ignored and left in its disabled state.
