I have the same error, am running on windows 10. apache service not running, some help

No, it can't be the same error as the three-year-old message you're replying to.
Wampserver has three services and not two, so it's not the same error.
Please READ (and answer) BEFORE YOU ASK A QUESTION
And, did you apply all the prerequisites before installing Wampserver?
