Which php.ini file to edit

Sorry to sound like a box of rocks but the php.ini file in C:\wamp\bin\apache\apache2.4.35\bin\php.ini
is a 0 (zero) length file. I need to increase the upload limit.

Running 5.6.38

You've never seen a symbolic link? Windows is full of symbolic links.

And then, the PHP parameters are modified in:
Left-click -> PHP -> PHP -> PHP Settings
And, for the few parameters that are not there, there is the menu item that goes well:
Left-click -> PHP -> php.ini
