Upgrading to the latest phpMyAdmin is no problem, just download the latest version, and extract it to your phpMyAdmin directory, overwriting your older version of phpMyAdmin.
Make sure you edit the config.ini.php file the phpMyAdmin directory and enter your MySQL user name and password where required.
As for upgrading to the latest version of MySQL, WAMP is a customize package of Apache, MySQL, and PHP. I recommend you wait until the author of WAMP releases a new version.
