I am using an app that requires PHP file_get_contents() function to be enabled. Can anyone assist me in where to look to see if this function is enabled in my version of WAMP, and if so how to enable it.

It is.
The first thing you should do is TRY IT

And, if you don't know how it works, the PHP documentation is very well done, in several languages: file_get_contents
