Hi,

See in the Event Viewer what errors occur when trying to start the Apache service, if necessary by trying to start Apache manually via the Service Manager.
And then fire Avast, but not just anyhow and especially not through Windows uninstall options, Avast bugs are strongly embedded. Search "uninstall Avast completely"
