Does wamp have phpspreadsheet's related classes so that we open a file and write in Excel or other spread sheets?

No these are PHP related. And are provided as a PHP Library that is nothing to do with us.

So, is it possible to add these libraries to php library in wamp? In the shape of a php_extension.dll file and restart the server after that?

Maybe, maybe not!
This is the domain of the library you want to add and absolutely not the domain of Wampserver.
It is impossible for us to know the possibilities and procedures for installing hundreds of PHP libraries, hundreds of CMS and thousands of WEB applications.
It is up to the designers of libraries, CMS and WEB applications to give you the installation procedure on an Apache, PHP and MySQL server.
