serial port to database using php in wamp server

Hello everyone,currently i am working on the energy meter project where i have to connect hardware to software,but my concern is how to link the output that i get on 8 segment display to database and update it accordingly.I have created web application for the same to get users data and record the current usage.Now want to know how to link serial port to database in xampp server using php.
