At a guess you had another Apache installed and that was auto started.

However, not sure that doing a remove service will have removed the old one, so you may have removed the WAMPServer service.

Check for and uninstall the other Apache.
Then do a Install Service to get WAMPServers Apache back

(Windows 10 Pro 64bit) (Wampserver 3.1.8 32bit & 64bit)
<Apache versions MULTIPE> <PHP versions MULTIPLE> <MySQL Versions MULTIPLE>
<MariaDB versions MULTIPLE> <phpMyAdmin versions MULTIPLE> <MySQL Workbench 6.3.10>

Read The Manuals Apache -- MySQL -- PHP -- phpMyAdmin
Get your Apache/MySQL/mariaDB/PHP ADDONs here from the WAMPServer alternate Repo

- Verify that all VC ++ packages are installed and with the latest versions.
To do this, use the tool:
Checks VC++ packages installed
And you will find all the packages on [] in section Visual C++ Redistribuable Packages
Do not forget that if you have a 64 bit Windows, you must install both 32 and 64 bit versions of each package.
You must install each package "as an administrator", so right-click the exe file and then run as Administrator.
Do not use a previously loaded tool. Make a new download to make sure you are using the correct version.

Where did you find a version 3.0.6 of Wampserver?
The latest version is 3.1.3.
On both Sourceforge and [], there is no 3.0.6 installer.
