Its a paid file download

is there any other alternative to avail the same

It is important to remember that a dll file, whatever it is, is not downloaded to be copied, but must be subject to an installation procedure so that it can be registered by the system.

Windows 7 Service Pack 1, Windows 8, Windows 8.1, Windows Server 2008 R2 SP1, Windows Server 2008 Service Pack 2, Windows Server 2012, Windows Vista Service Pack 2 all require the Universal C Runtime.
