HTTPS sites not working in wamp since windows re-install

Hi I have a number of Joomla based sites backed up on wamp server on Windows PC. These sites are all SSL (https). I have successfully restored the sites to wamp server using Akeeba Backup with no problems until now.

I had to reinstall windows on my desktop and laptop as I updated to SSD drives. I have reinstalled WAMP and tried to restore the same sites but I get the following error:

This site can’t be reached

localhost refused to connect.
Try:
Checking the connection
Checking the proxy and the firewall
ERR_CONNECTION_REFUSED

I have a couple of test sites that are not https and they work fine.

I have found some very complex solutions on google but it should be working without all that as it has been for 6 months or so until now.

I am not an HTTPS expert, but I think that after reinstalling Windows, you need to "re-install" SSL certificates.

Just for your information, replacing an HDD with an SSD in no way causes the reinstallation of Windows.
I have practiced this many times, even with discs of different sizes.
It is necessary to use a disk cloner, for example Acronis Disk Director specifying the copy of the disk signature and a possible resizing of the partitions.
Last time the HDD had a size of 2 TB, with nine partitions and dual boot systems Windows 7 Pro 64 bit and Windows 10 Pro 64 bit, the SSD had a size of 1TB.
After cloning, disassembling the HDD and mounting the SSD instead, starting the PC and .... everything works perfectly.

Thanks for your reply, I managed to solve the problem by using XAMMP on OSX. All my HTTPS sites are now safely backed up. WAMP Server has been good to me for some time but I was unable to solve this issue.
