I don't know if you can help me , in this situation...

After we have managed to start the WampServer, I did a PHP script, and android application to access the database. At first it seems okay with the programs, but I'm getting an answer:
Forbidden
You do not have permission to access this server.
Apache / 2.4.27 (Win64) PHP / 5.6.31 Server at 192.168.0.105 Port 8080

I already looked for information on the subject and saw that it seems to have to authorize access to allow it to access.
One is to edit httpd.conf and another is C: \ Windows \ System32 \ drivers \ etc \ hosts,
But I do not understand if it is even in these and how to make the release,
