I have tried a lot and search over all the internet but could not find the correct answer changed port, socket deleted database files, change in php ini , config.inc.php and all methods but the problem is still there need help

You have very very badly searched!
Port change is an integral part of Wampserver 3.0.8.

But before changing port, you should assume that port 80 is the port reserved for the HTTP protocol and that the port unduly occupied by an application other than HTTP needs to be changed.
