WampServer

REQUIRED INFORMATION:

Windows 7 64 bit
WampServer 3.0.6 64 bit
Apache 2.4.23
PHP 7.0.10
MySQL 5.7.14
wamp icon is green
There are no active lines in c:\Windows\System32\drivers\etc\hosts
I have access to both local host and phpmyadmin
antivirus is just windows defender fully updated to latest version
Path file is c:\wamp64
only virtual host defined is localhost

PROBLEM:

I can access localhost and phpmyadmin as well as php files that also link to MySQL databases from my host pc but when i try to access my localhost from another device on the LAN it will take too long to load and will not connect.

ATTEMPTED SOLUTIONS:

i tried changing:-

Apache vhosts file from Require local to Require all granted,

enabling a firewall rule for port 80 and other ports which i then set to be used by Apache. if i tried accessing localhost:8081 then it would work on host pc but still not on other devices,

typing in static ip address of host pc into device browser with also :80,:8081 etc,

disabling firewall entirely,

network type to home,

uninstalling wamp from uninstall application found in wamp directory and reinstall.
