OCI8_12C not connecting to oracle9i

i have installed recently wamp server 3.0.
able to connect to oracle 10g with oci8_12c but not able to connect to oracle9i.

Error:
oci_connect(): ORA-03134: Connections to this server version are no longer supported.

why oci8 is not included?
how can i connect to oracle9i? i urgently need this.

No experts that I know of here, but have you installed the correct Oracle Instant Client?
