Additional info:

Timestamp on c:\Windows\System32\drivers\etc\hosts file with localhost commented out is 1/30/17
but I've successfully accessed MySQL database since that date.

Also, No issues with MySQL console, see below.

Hi

Couple of points:

The current version of WAMPServer is 3.0.8.
I suggest you uninstall WAMPServer 3.0.0 and install WAMPServer 3.0.8.
To get to this version Download and install Wampserver 3.0.6 (click this link)

And then download and upgrade to Wampserver 3.0.8 by clicking this link

Your HOSTS file must contain these 2 lines as a minimum

127.0.0.1 localhost
::1 localhost

Once these installs are done and the HOSTS file is corrected, reboot windows and then try and start WAMPServer and see if you can access the WAMPServer homepage and then phpMyAdmin

Do all this before you attempt to add anything to WAMPServer

---------------------------------------------------------------------------------------------
(Windows 7 Pro 32bit) (Wampserver 3.0.6 32bit)
<Apache 2.4.23/2.2.31> <PHP 7.1.2/7.0.16/5.6.28/5.5.38/5.4.45/5.3.29> <MySQL 5.7.10/5.6.17/5.5.28>
<MariaDB 10.1.21> <phpMyAdmin4.6.5.2> <MySQL Workbench 6.3.6.511>

Thanks. After seeing the following error message in MySQL Console...
mysql> show databases;
ERROR 1820 (HY000): You must reset your password using ALTER USER statement before executing this statement.
mysql>

I was able to regain access to the databases by changing the password of the root user in MySQL console.

I will also do all that you have suggested above. In the meantime, please consider my issue resolved.
