Nevermind, I installed firefox and it opened properly. Comp has always been offline, the version of Internet Explorer just didn't like it.

I just installed Wampserver 3 on my windows 7 x64 machine (offline). Install went fine, and services seem to be running fine, but when I browse to phpmyadmin the logo loads but the following error is given.
