Forcing Visitors Browsers to Refresh Content

I recently made a few edits to the CSS file on one of my websites, but when I visited the site from a different computer, the edits didn't show. After I did a hard-refresh of the page, however, the content updated itself. Is there anyway to force the visitors browsers to do a hard-refresh of the web page after you have made changes to your website?
