curl certificate error 60 could not resolve host

I'm having a problem with curl certificates I have two php.ini files and I have added the path to curl.cainfo = 'c:\wamp\cacert.pem" file and I am still getting this problem

Did you really use a single quote at the beginning and a double quote at the end of
