upload theme on wamp local install not working

I've installed wamp 2.4 on a 64bit windows 7 machine with wordpress 4.3.1 The installation seems to work fine but won't let me install or upload themes. I go to appearance->Themes->add new->upload themes nothing happens. I tried uninstalling and reinstalling both wamp and WordPress several times still the same results. I am not sure what to do next.

We always recommend using Virtual Hosts if you want to install WordPress.
