Wamp openSSL extension is required

hi everyone,
I am currently running WampServer Version 3.0.6 32bit Apache 2.4.23 - PHP 5.6.25 - MySQL 5.7.14
PHP 5.6.25 for CLI (Command-Line Interface)
So the problem started happening after I pulled from our repository then I started having a problem where the connection was reset when going to a certain route that route did ask to create something on a database. then somehow it changed and now i get an openssl extension is required I have looked this error up and its for versions 2.5 or 2 but does not seem to work for mine.
help would be appreciated.

Not much information to go on!
Have you checked that the open_ssl extension is activated
