Did you read the installation instructions that state you need to pre-install all the MSVC Runtime libraries?

See WAMPServer 3 All you need to know


Did you also install WAMPServer "as Administrator" if not, uninstall and reinstall after installing the Runtimes

First add these 2 lines to your hosts file

Then Open a command prompt as Administrator and Run

netsh winsock reset
netsh winsock reset catalog
netsh int ip reset reset.log
netsh int ipv4 reset reset.log
netsh int ipv6 reset reset.log
ipconfig /flushdns

Reboot if necessary

Try apache again
