Put wampserver/database with my project?

Hello, I'd like to know if there's any possible way to upload my project (for public downloads) with the wampserver with it, like, it would "install itself" or be usable directly after this download. Is this possible?
This is mainly to avoid problems when the user downloads the program, and/or to avoid the manual installing of WS. The program is used in a desktop only, without any internet connection.* (nor LAN)
BTW, is there any copyright or this sort of thing for open-source projects made with wamp?
