Specs:
Windows 8.1 64 bit
WampServer Version 2.5 64 bit
Apache Version 2.4.9
PHP Version 5.5.12
MySQL Version 5.6.17

I installed wampserver, changed the listening port in the httpd.conf to 90 because Windows uses port 80. The icon is green, Apache is running, but Internet Explorer says "page not found" when trying to open localhost/phpmyadmin

If you change the port you have to use the port number on all localhost urls

So use localhost:90/phpmyadmin
