How do I turn on mod_rewrite if it's missing from the list?

I'm using windows 8.1 64 bit, wamp 2.5 64 bit, apache 2.4.9, mysql 5.6.17 and php 5.5.12.

There's no errors in apache error log, and now apache won't start.
