Localhost can't run web page

Hi,
I have an issues about my localhost in my wampserver and xampp server, when I click on localhost, it shows the service is not available. Also, I changed the local address 80 to 8080, but still shows the same issues. Please help me, I am dying on this page. Thank you.
Error: Apache shutdown unexpectedly.

It sounds like you have Microsoft IIS running. This will grab port 80 at boot time.
If you are not using it, uninstall it.
