First, do you use a router?
Second ,if so you need to configure your router to allow access to that computer.
Third, (stupid question sorry) Are you using your static IP? I had a friend that used his network IP, that wont work at all... 192.168. xxx.xxx
Forth, Check you static IP, www.whatismyipaddress.com are you using that IP?
Sorry theres pop-ups on that site... Pain in axx ...
Fifth, Check your firewall, Antispyware program(s) to alow access to port 80, or file www

First is most likely problem, unless you use dialup... whole other bag of worms...

Perhaps this will help get you live!

Thanks For Your Help I Am Using A Router And Am Using A Static IP Adress And Have Decided It Would Work Out Better For Me If I Were To Host At A Proper Host As Buying A IP Adress Wouldn;t Really Work For Me. And I Have Decided That My Internet Is Not Trustworthy Enough It Is A Poor Connection Sadly.

Thank You For Your Help Any Ways. :-)
