If WAMPServers icon is not GREEN then one or both of the Apache(wampapache) or MySQL(wampmysql[64]) has not started.
First lets find out which one.
Using the wampmanager menus do :-
wampmanager -> Apache -> Service
If the 'Start/Resume service' menu is Green and clickable then Apache has not started
wampmanager -> MySQL -> Service
If the 'Start/Resume service' menu is Green and clickable then MySQL has not started
Right now lets see why is has not started :-
Look at the Apache or MySQL error log, depending on which service has not started.
If these do not tell you anything also look at the 'Windows Event Viewer'
On the left of the windows, click on 'Windows logs' and below that 'Applications'
Look for ERROR messages from either Apache or MySQL.
If you cannot work out what is wrong, post some of the error messages here and we will make suggestions.
