WAMP gives you the tools in one nice bundle. You still have to learn a programming language such as PHP. Some good tools for helping to write PHP can be found at [www.interaktonline.com]
So, yes, if you have the ability to use DW8 and PHP and MySQL, you "can" created dynamic web sites. But there's still some skill and experience involved.
