WampServer

hi


I don't know much yet about wamp and I am new to programming.
I tried a lot of things and searched in a lot of forums before posting my question.

I run a 64 bit windows 8.1

just installed wampserver 2.5, (Apache 2.4.9 / PHP 5.5.12 / MySql 5.6.17)

-port 80 is available
- IIS is deselected in windows features
- SQL is deactivated in services
- I don't have skype installed
- mscvr110.dll and mscvp110.dll are not missing
- I installed Apache service in the wamp menu
- I reseted the network stack with the command netsh winsock reset
- wamp logo is green

I can't get to the localhost and I get this message in google chrome:

"this web page is not available (...) details: Error code: ERR_CONNECTION_TIMED_OUT"
