sftp_ssl_connect is not working in windows

Dear All
I am search for a solution to work sftp_ssl_connect in windows server! All forum says we need to rebuild php with ssl settings.
Also php_openssl.dll enabled
Any one can help me in this tight situation. My Wamp version is 2.4
