Server Connection Issues

As are most, nobody can connect to my server through my IP address. I have disabled my firewall and even made port 80 exceptions. I'm not sure what it is that I am doing wrong.
I have a router that is hooked up to my DSL line, the router also connects to 3 other computers. I'm not sure if the problem is something wrong on my end or if perhaps it is my ISP that is at fault.
