WampServer

I am new to setting up a home server so please help if you can. I have a database thats over 140m, want to insert it within home db. On shared host I would use ssh and mysqldump to save it and the < when restoring it. This doesn't seem to work, any ideas?

Phpadmin times out, gives error, says to check php.ini, well I tried changing some values but then phpadmin would open with error. Maybe there is something that needs to be done to resync, I don't have a clue.
