Yes. But :
- Before launch Wampserver, install or verify needed VC++ packages
See point N° 20 of TROUBLESHOOTING TIPS

- you must reinstall the services.
Launch Wampserver even if the tray icon is not green.
- Tray Icon -> Apache -> Service -> Install service
- Tray Icon -> MySQL -> Service -> Install service
- Tray Icon -> Start all services
