Unable to create directory message when uploading theme

Version of Operating system? Windows 7 Home Premium 64 bit
Version of Wamp Server installed? Wamp 2.5 64 bit
Version of Apache you are running? 2.4.9
Version of MySQL you are running? 5.6.17
Version of PHP you are running? 5.5.12
What colour is your WampManager icon? Orange
Do you have a HOSTS file? yes

I made a copy of a live site on localhost and all works well. I was about to test a theme update, but when I tried upload a theme zip file through WordPress admin, I got the following error: “Unable to create directory (with path)…. Is its parent directory writable by the server?” I have been doing some research but can’t find how to change the permissions to write to the local server. Does anyone know how to change the permissions?

It is not going to be a permission issue on windows.
