subdirectories not seen in localhost

I'm running win 8.1 64 bit latest version of Apache. I've turned off IIS. With a directory, with children, in www, The directory is shown in localhost but when it is clicked instead of the children being shown the browser (chtome and firefox) thinks the directory is a URL and therefore gives an error.

A prior Apache implementation on a win 8 machine works.
