Php openssl not loading if apache mod_ssl enabled

We are facing a problem with Wamp3.
- The installation is of Apache : 2.4.17 MySQL : 5.7.9 PHP : 5.6.16. 64 bit. Windows Server 2012 R2
- OpenSSL 64 bit is installed
- It works perfect with mod_ssl. All certs are installed and working ok.
- When mod_ssl enabled php do not load openssl and throws an error: PHP Startup: Unable to load dynamic library 'C:/wamp64/bin/php/php5.6.16/ext/php_openssl.dll' - The operating system cannot run %1.
- If apache mod_ssl is disabled php loads correctly the openssl module.
Why there is this behaviour? Any ideas?

I have exactly the same configuration, and the same error.
