Better than that, if you copy the E:\wamp\bin\mysql\mysql5.5.16 folder to a new C:\wamp\bin\mysql\mysql5.5.16
i.e. the whole mysql5.5.15 folder from the old install to the new one you will have 2 versions of mysql on the new release. You can then switch between those versions of mysql (using the wampmanager icon menus ) allowing you to do a dump on 5.5.16 and then a restore on 5.5.24 or just stay with 5.5.16 if thats easier.
You can do that with the Apache version folder and also the PHP version folder to if you like. Then if you site(s) have any version issues you are safe.
