loading speed varies?

Hello,
I set up WAMP on Windows Server 2012 protected by firewall, and configured DNS to access the domain from anywhere.
It works fine, however the loading speed varies a lot. Sometimes it loads instantly. Sometimes it takes few seconds sometime it keeps spinning for long time but nothing is fetched. I'm talking about loading a page here. (not connecting to MySQL)
Any idea what could be causing this?
I read somewhere about WAMP having issues with threading on Windows 8. But that article is removed from this forum. Anyone has something to say about it?
