Reach MySQL Database from an external connection

Is it possible to reach MySQL database from an other location.

Because I have mySQL running on my computer, and I have my phpBB running on my providers server.

When I try to install phpBB2 i get this error: Reach MySQL Database from an external connection after I put in the info that needed to connect to my server
