left click the wamp manager icon ( thats the one in the system tray that should be green ) -> PHP -> php.ini
This will open the CORRECT file with notepad.
If you cannot mention the actual parameter name that you have been told to increase you are going to have trouble making a change!!!!!!
Reading between the lines, so to speak, the parameter you may be looking for is
