WampServer

I have a fresh WAMP install and I have the site files in a sub-directory. All links work, database connecting, database entries changed, rewrite_mod enabled, symlinks allowed, the wp-admin page, and the wp-admin css works.

My only problem seems to be coming from the min css links. If I hard code the css links in the header.php file, my css will work. However I was hoping that I wouldn't have to do this though. Here is the line that contains most of the css from my site:
