Hi,
If your php.ini file is empty then something serious has gone wrong.
I suggest you uninstall WAMPServer and then re-install it.
By the way there is a new version available now WAMPServer3, its not on the sourceforge front page yet, but can be downloaded from the sourceforge subfolders here
WAMPServer3.0.0 But this version like WAMPServer2.5 will not run on Windows XP or Windows Server 2003.
You should also install WAMPServer 3.0.1 and 3.0.2
There are also ADDON's available for the current versions of PHP5.3 / 5.4/ 5.5 /5.6 & PHP7 along with Apache 2.2.31 so that older versions of PHP can be run.
Please read this document, specifically POINT20 about downloading all the required MSVC Runtime libraries before attempting to do the install.
