configuring external access to MySQL?

use the WAMP v2.5
must release the mysql access from outside connections.
whenever I try to connect out to my MySQL I get the following error message.

Forbidden
You do not have permission to access / phpmyadmin / on this server.
Apache / 2.4.9 (Win64) PHP / 5.5.12 Server at Port 1xx.xx.xx.xxx X0X0

Could someone help me solve this problem?

Taking advantage was wondering if it is possible I run a website on a host and target your database for my site mysql.
