php_smtp.dll for php5.3.13

My WAMP installation features php5.3.13 in Windows 7 Enterprise. The php mail() function works but takes about two minutes or more to send an email in this environment. Most requests time out first. I've been given to understand that php_smtp.dll is required for the mail() function to work in Windows environment, but I've not been able to find a version of php_smtp.dll that works with PHP 5.3.13. Where can I find the correct php_smtp.dll?

You can also use smtp via the php.ini file.
