WAMP: filename incoding issue after upload files

Good day.
I have encountered issue with Wamp on Win 7 Russian Edition.
I have succesfully installed and setup WAMP on my PC.
I have downloaded files and DB from web-hosting and adopt it on WAMP.
But when I started using CMS I have found that names of files I have uploaded via CMS panel become coded with uncnown symbols like Бритва-электрическая.jpg
I think that issue in codepage but I am not so good in administration of servers.
Windows 7 Russian has Windows-1251 encoding.
Please, advice the solution.
