How do I make a page call to another without using "<a href =" php?

I wonder if there is a possibility of a call to another page in php, because I am creating an online course, and I have several pages. But if I put <a href = in each would be a lot of manpower, and when I needed to remove a page that is in the middle, I would have to modify the previous page and the next.

Use a CMS like drupal or Joomla.

thats the point of CMS

Maybe you should use Google and search for "CMS" "DRUPAL"
