Is their something stopping my server? no-one can access it via my ip because it times out! I am using Windows Xp Professional with no firewall at all i have a router but the firewall is switched off on my router. Also i have forwared port 80 through my router. Does anyone have any ideas?

Have you disabled the Windows Firewall? Cause i've found that that was the problem for me.
