Another Windows 8 Problem

Hi, I have read loads of posts about this over the last few days but I can't get anything to work, I have just done a fresh install on Windows 8 and am looking for someone to walk me through installing and configuring, If you could help with setting up a virtual host too that would be perfect but at the moment I will just settle to get the localhost bit working!
